2010 Summer and Fall Indiana Legislative
Committees and Commissions

         This summer and fall, while the Indiana General Assembly is not in session, interim committees and commissions will convene to conduct in-depth research and analysis on complex issues facing Indiana.  Recommendations formed by these committees will be included in proposed legislation likely to be considered during the next legislative session which will begin in January 2011.  Most study committees must complete their work by November 1, 2010.

         The Legislative Council approved a resolution accepting the following topics for study in 2010:

  • The Interim Study Committee on Gaming will study a number of issues relating to the horse racing industry in Indiana. 
  • The newly formed Committee on Economic Development will study available economic development tools and how Indiana's tax laws can encourage business development.
  • The Criminal Law and Sentencing Policy Study Committee will review whether or not ephedrine and pseudoephedrine should be classified as controlled substances.
  • Crime victims' ability to terminate leases under certain circumstances will be studied by the Commission on Courts.
  • The prevalence of brain injury, the scope of brain injury services, and financing for those services in Indiana will be reviewed by the Health Finance Commission.
  • The Health Finance Commission will also study a statewide smoking ban, which has failed in the last three sessions of the Indiana General Assembly.
  • The administration of public assistance in Indiana, including the process of making eligibility determinations will be studied by the Select Joint Commission on Medicaid Oversight.
  • A single drug formulary for Medicaid and the Department of Correction will be reviewed by the Commission on Mental Health.
  • The Commission on Military and Veterans Affairs will review state contracting with disabled veterans.
  • The Natural Resources Study Commission will study coal bed methane extraction activities and mineral rights.
  • Cloud computing technology and information security will be studied by the Regulatory Flexibility Committee.
  • The Commission on State Tax and Financing Policy will review state and local road funding.
  • The feasibility and value of indexing unemployment benefits and the taxable wage based will be studied by the Unemployment Insurance Oversight Committee.
