2011 Summer and Fall Indiana Legislative
Committees and Commissions
This summer and fall, while
the Indiana General Assembly is not in session, interim committees
and commissions will convene to conduct in-depth research and
analysis on intricate issues facing Indiana. Recommendations formed
by these committees will be included in proposed legislation likely
to be considered during the next legislative session which will begin
in January 2012. Most study committees must complete their work by
November 1, 2011.
The Legislative Council
approved a resolution accepting the following topics for study in
2011.
- Criminal Code
Evaluation Commission will study issues concerning child
protection laws.
- Criminal Law
and Sentencing Policy Study Committee will study a number of
issues concerning the investigation and prosecution of crimes,
alternative sentencing, and the department of corrections, etc.
- The Interim
Study Committee on Economic Development will study the best
practice in state and local economic development policies and
activities. The committee will also study the extent to which
Indiana's tax laws encourage business investment, and any
improvements that might be made to Indiana's tax laws.
- Education
Interim Study Committee will focus on Indiana's high school
graduation rate.
- The Interim
Study Committee on Employment Issues primary focus will be
project labor organizations.
- The
Environmental Quality Service Council will study a variety of
issues during the interim.
- The Insurance
Interim Study Committee will review topics concerning worker's
compensation insurance, health plan access to health care
providers, and health care provider office billing in connection
with hospital charges.
- Select Joint
Commission on Medicaid Oversight focuses on the proposed state
plan amendment.
- Commission on
Military and Veterans Affairs will review veteran's procurement
preferences and the needs of all returning Hoosier Veterans.
- The Regulatory
Flexibility Study Committee will study the different issues
concerning video service franchise fees.
- The Commission
on State Tax and Financing Policy will focus on various topics,
such as: How the Indiana income tax structure may influence a
senior's decision on residency in Indiana after retirement? How
each of the local option income taxes imposed under IC 6-3.5
affects the political subdivisions? How local income taxes
should be distributed within a county to local units of
governments? Issues relating to the earned income tax credit,
among several other issues, will be under the commission's
review.
- The Joint
Commission on Transportation and Infrastructure Assessment and
Solutions will study issues regarding Indiana's transportation
infrastructure in both public and private sector, the potential
funding sources for both public and private transportation and
infrastructure projects, and also motorized bicycle matters.

As companies look to improve
their standing among consumers, they also need to consider their role
and relationships with government. Executives of service-driven
companies, who have an understanding of regulatory oversight of
commerce and industry, realize the importance of having a proactive
partnership with government.
