Ice Miller Welcomes Christine C. Dodd
Veteran Grant Writer, Lobbyist and Legislative Director Joins Ice Miller in Cleveland Office
Cleveland − Ice Miller LLP is pleased to announce that Christine Dodd has joined the firm as Director of Public Affairs in the Cleveland office of Ice Miller. She will assist a variety of clients throughout the firm. Dodd has served in many lobbying and legislative leadership positions throughout her career, including her service as Legislative Director for Congressman Tom Sawyer, Senator John McCain and Senator Lamar Alexander. Dodd has worked on both sides of the aisle in both the House and Senate to advance legislation in a bipartisan manner. In her new role, Dodd will identify and pursue state and federal funding opportunities for clients with a focus on health care policy issues.
In 2011, as the Chief Executive Officer of gHealth Solutions, Dodd, along with Dr. Andrew Hertz, drafted the grant that won the Centers for Medicare & Medicaid Innovation (CMMI) Health Care Innovation Challenge ($12.7 million) for University Hospitals (UH) Rainbow Babies & Children of Cleveland. Dodd worked closely with UH to secure this grant implementing an innovative health care delivery model for children with complex chronic conditions. Most recently, working on behalf of University Hospitals, she was part of a team that won $25 million in Ohio Third Frontier funding for the Harrington Discovery Institute to advance drug development and commercialization.
Previously, Dodd drafted a health information technology grant for the University of Akron and a National Science Foundation innovation and entrepreneurship grant for Ohio University. She also led a team that won a Department of Commerce ($1.5 million) innovation grant for the Austen BioInnovation Institute in Akron and the University of Akron Research Foundation.

Prior to Dodd’s position at gHealth Solutions, she served as the Director of Government Relations and Development for the Austen BioInnovation Institute in Akron. She was responsible for all nonprofit fundraising; federal, state and local government relations, and grant prospecting and drafting.
Dodd also served as a Government Relations Executive for IBM focusing on health care policy as well as labor, innovation, immigration and pension policy. While with IBM, Dodd served as a lobbyist on the Affordable Care Act, drafting and advancing key provisions focusing on the medical home. She also worked to advance legislative priorities, draft Congressional testimony, and prepare talking points for the Senate and the White House. She also advanced key health information technology provisions in the Economic Stimulus Act. As Legislative Director for Senator Alexander, Dodd was the Chief Policy Advisor responsible for legislative priorities including climate change, telecommunications, health care, technology and education. She created the legislative strategy, built bipartisan coalitions and prepared messaging for the Internet tax debate and was the floor manager of Internet Tax debate for both Republican and Democratic senators. As a result of her work, in 2006, she was recognized by the National Journal
as one of the top 100 most powerful Capitol Hill staffers. While with Senator McCain, she worked on creating the 9/11 Commission to investigate the terrorist attacks, climate change and immigration. During her tenure with Congressman Sawyer, she drafted key health IT provisions that were later included in the Health Insurance Portability & Protection Act.
