Professional Experience:

Sarah Cotterill is a member of Ice Miller's Health Group, practicing in the area of health care regulatory law. Cotterill represents various providers and suppliers of health services, including hospitals, physicians, medical device manufacturers, and suppliers of diagnostic, laboratory and other services. Her specific areas of practice include medical device compliance, fraud and abuse matters, and regulatory and legislative issues, with an emphasis on health care joint venture formation, planning and development.  

Cotterill regularly assists health care clients in the formation and capitalization of physician-owned entities such as ambulatory surgical facilities, specialty hospitals and related joint ventures and has represented many physicians on a wide variety of matters, including complex health care arrangements under Stark and Anti-Kickback laws, group practice formation and operations, contracts, mergers and acquisitions, employment matters, and other business arrangements by and between providers, manufacturers, and other entities. 

Representative client projects for Cotterill include:

• Assist as outside general counsel for a growing health care delivery system and other hospitals and large physician group practices around the state of Indiana;

• Organizing and structuring joint ventures including hospitals, ambulatory surgery centers and imaging centers;

• Interpreting and analyzing compliance with federal and state anti-fraud and abuse statutes and applicable regulations, and the Stark statute and regulations;

• Advising clients regarding the formation, merger and acquisition of medical groups and facilities;

• Advising and assisting clients in obtaining licensure to operate in Indiana;

• Creating management companies for managing medical practices and other health care providers;

• Organizing and structuring ancillary service ventures including imaging centers, ambulatory surgery centers and specialty hospitals;

• Advising medical device companies on compliance issues related to health practitioner interactions and evolving disclosure and ethics requirements;

• Advising individual physicians with regard to employment and partnership agreements; and

• Assisting hospitals and practices in physician recruitment.

Cotterill frequently authors articles and speaks on regulatory and legislative developments in the health care field and topics of interest to graduating residents and fellows. She graduated from the University of Virginia in 2000, cum laude, with a Bachelor of Arts in history. In 2003, she earned her juris doctorate, cum laude, from the Indiana University School of Law-Bloomington, where she was a Moot Court Octafinalist, on the Moot Court executive board and the 2002-2003 executive director of the Protective Order Project. Cotterill is on the state of Indiana's Family and Social Services Agency Rules Committee, the Indianapolis Bar Association Health Law Section Board, a member of the Brebeuf Jesuit Preparatory School Alumni Board, and on the board of the United Way's Success by 6 program. Additionally, Cotterill is actively involved in state and local politics.

She is admitted to practice law in the state of Indiana.
