Full Biography: Karen E. Arland
Karen Arland’s primary practice concentration is in municipal finance, municipal law, and public affairs.
Ms. Arland is a member of the Indiana State Bar Association, the Indiana Municipal Lawyers Association, the National Association of Bond Lawyers and the Indiana Economic Development Association. She serves as a member of the board of directors of the Aviation Association of Indiana, and as a member of the Legislative Committee of the Indiana Economic Development Association and as a member of the Fiscal Policy Council of the Indianapolis Chamber of Commerce.
She frequently speaks on the Indiana Open Door statute, access to public records, economic development, municipal annexation, public purchasing and construction, and infrastructure planning and financing.
Karen Arland was born at Ramstein AB, Landstuhl, Germany. She graduated cum laude from Butler University in 1979 where she received her bachelor of arts in history and political science. Ms. Arland obtained her juris doctorate from Indiana University, Bloomington, in 1982.
Before joining Ice Miller in 1989, Ms. Arland served as the Assistant Corporation Counsel for the City of Indianapolis and Marion County and as City Administration liaison to the Indiana General Assembly and the City County Council. She is admitted to practice law in the state of Indiana.
