Full Biography: Thomas K. Downs

Buddy Downs has served as bond and special counsel on hundreds of financings, including financings for the new Indianapolis Waterworks, the Circle Centre, United Airlines, Tippecanoe County (Subaru Isuzu), Gibson County (Toyota), AK Steel, Roberts Stadium, the Vanderburgh County Convention Center, Indiana Municipal Power Agency, Indianapolis Mass Burn facility, Bloomington City Hall, and the Indiana Basketball Hall of Fame. Mr. Downs serves as general counsel to the Association of Indiana Counties and special counsel to the Indiana Association of Cities and Towns. Issues in Business has named Mr. Downs as one of the 100 most influential people in the State of Indiana and he has been named a Super Lawyer in 2004, 2005 and 2006 as published in Indianapolis Monthly. He has also been included in Marquis' Who's Who in America and in Who's Who in American Law and International Who's Who Historical Society.

Mr. Downs is a Founding Fellow of the American College of Bond Counsel and has chaired national workshops presented by the National Association of Bond Lawyers (NABL) on Tax Increment Finance, Bond Banks, and Ethical and Opinion Responsibilities of Counsel, as well as serving on the national steering committee for those workshops frequently since 1986. He has also been a panelist at, and author for, national seminars held by NABL and the National Association of Counties on other topics including solid waste finance, legal opinions, professional ethics, economic development, and government obligations. Mr. Downs is author of the General Law section and the editor of the Professional Responsibility section of "Fundamentals of Municipal Bond Law". Mr. Downs is author of the Professional Responsibility feature in, and serves on the editorial board of, the Municipal Finance Journal. He has authored or edited dozens of articles and made hundreds of presentations on municipal finance.

Buddy is a former chairman of the Government Relations Committee of the American College of Bond Counsel. He served as co-chairman for the Midwest Bond Buyer Conference in 1998. Buddy is also a former member of the Education Committee, the Opinions Committee, and the Professional Responsibility Committee of NABL, and served as Chair of the Professional Responsibility Committee of NABL; served as a member of the NABL Nominating Committee; served as Chair in 1996 of NABL's annual Washington, D.C. conference; and has served on the Board of Directors of the Indiana Municipal Lawyers' Association, since 1983, as one of its founding members and as chairman of its annual municipal law seminar for eleven years beginning with its inception in 1984. Buddy is also president and a member of the Board of Directors of the Indiana Association of Cities and Towns Foundation; a former member of the Board of Directors of the Indiana Economic Development Association; serves on the Board of Directors for the Southern Indiana Rural Development Project (SIRDP); is on the Association of Indiana Counties Advisory Committee; served as a member of the Lieutenant Governor's Jobs Council; is a non-voting member of the Indiana Association of Cities and Towns Executive Committee; and is a member of the Columbia Club. He is also a member of the Indiana Commission for the Purchase of Products and Services of Persons with Disabilities. Mr. Downs also has chaired the Washington Township School Board Screening Committee and been a member of the Washington Township Parent Advisory Committee Executive Board. Mr. Downs is the only attorney in Indiana who is an honorary member of the Indiana League of Municipal Clerks and Treasurers.

Originally from New Albany, Indiana, Buddy Downs graduated from Indiana University and earned his juris doctorate from the Indiana University School of Law. He is admitted to practice law in the State of Indiana. Buddy was profiled as one of 66 lawyers nationally who have achieved "Marketing Successes" in a book published by the American Bar Association, and again in 2004 in the book's Second Edition.
