Full Biography: Robin Green Harris
Robin Green Harris serves as senior counsel and co-chair for Ice Miller's Collegiate Sports Practice. Prior to joining the Firm, Ms. Harris worked at the National Collegiate Athletic Association (NCAA) for nine years. Most recently she served the NCAA in her role as Associate (and Assistant) Chief of Staff for Division I as well as Governance Liaison to the NCAA Executive Committee (1997 through August 2002). In a previous position, Ms. Harris was the Director for the Committee on Infractions for the NCAA (1993-1998). In those roles, she provided staff support, guidance, and strategic assistance to the Division I Board of Directors, Management Council and Cabinets, and other NCAA Committees.
Through her practice at the Firm, Ms. Harris offers assistance and guidance regarding athletics governance and strategic issues to a nationwide clientele. She counsels colleges and universities, conferences, coaches associations and other organizations. Drawing upon her five years of direct NCAA governance experience, Ms. Harris provides strategic advice regarding all phases of the legislative process, including drafting, submitting, identifying, summarizing and tracking key legislative proposals and policy issues. She also counsels clients on the development of effective and efficient communication systems dealing with NCAA governance issues and the implementation of techniques for improving existing communication systems.
Ms. Harris also assists institutions on NCAA infractions and compliance matters. She provides counsel and advice regarding secondary and major violations of NCAA rules and assists colleges and universities with internal investigations, imposition of penalties, and preparation of reports to the NCAA staff or the Committee on Infractions. Ms. Harris also conducts compliance reviews to assess the effectiveness of an institution's NCAA compliance monitoring and education program.
Ms. Harris has extensive experience evaluating NCAA rules and regulations and writing and editing reports, policies, advisory memoranda and procedural documents. In her governance role at the NCAA, she provided advice and guidance in virtually all athletics governance areas, including academic standards, amateurism, championship policies, diversity, gender equity and Title IX, legislative proposals, membership requirements, strategic planning, student-athlete welfare, and studies regarding basketball and football.
As the only professional staff member for the Committee on Infractions, Ms. Harris participated in committee deliberations, drafted committee reports and correspondence, and served as the committee's liaison to NCAA institutions, individuals charged with violations, university and private attorneys, the press and the NCAA enforcement staff. Ms. Harris also drafted and assisted in the presentation of the committee's position to the Infractions Appeals Committee.
Originally from Pearl River, New York, Ms. Harris received a bachelor of arts in political science, magna cum laude, from Duke University in 1987. She earned her juris doctorate from Duke University School of Law in 1993. While at Duke, she authored the published note "Does the NCAA Play Fair: A Due Process Analysis of NCAA Enforcement Regulations."
Prior to attending law school, Ms. Harris worked as an Information Systems Management Consultant for Price Waterhouse, Office of Government Services (1987-1990).
Ms. Harris joined Ice Miller in December 2002. She is currently admitted to practice law in the state of Maryland and Washington, D.C.
