After an extensive military career, which included wide ranging combat operations leading Navy Electronic Attack Squadrons, as well as senior legislative affairs positions, Andy Mueller joined Ice Miller Strategies as senior advisor for Defense and Homeland Security Programs in 2009. He brings far-reaching Department of Defense Appropriations, Legislative and Budget experience from the 109th, 110th and 111th Congresses.
Formerly a career Naval Officer, Andy’s background as acting deputy director of the Navy’s Appropriations Matters Office gives him a comprehensive knowledge of Department of Defense (DOD) acquisitions, Aircraft Procurement, Weapons Procurement, Research and Development accounts, Military Construction and Defense Healthcare funding. While directing Medical Appropriations for the Navy’s Bureau of Medicine and Surgery, Andy advocated for Service Health Care Issues, Traumatic Brain Injury and Post Traumatic Stress Disorder (PTSD) funding, as well as DOD medically-focused research, before the House and Senate Defense and Veteran Affairs committees. Andy brings in-depth experience and knowledge of the Congressional Military Construction (MilCon) Committees and the Base Realignment and Closure (BRAC) processes, drawing from his work as liaison for the assistant secretary of the Navy (Installations and Environment). Further, he specializes in the focused advocacy of maximizing military installations’ mission potential and identifying the economic development opportunities that the process provides to neighboring communities.
In between legislative affairs assignments, Andy flew in all theaters of operation, flying combat sorties over Iraq, Afghanistan and Yugoslavia. Additionally, Andy deployed with U.S. Army Forces to Eastern Afghanistan where he worked extensively with the Joint Improvised Explosive Device Defeat Organization (JIEDDO) directing the integration of anti-improvised explosive device protective technology into all U.S. Combat vehicles. Andy is the recipient of numerous combat decorations for valor and awards for professional expertise.
Andy’s practice at Ice Miller Strategies focuses primarily on defense, homeland security and federal procurement issues where he advises clients on legislative strategy and matters related to the Pentagon budgeting.
