Karen Arland’s primary practice concentration is in municipal law, local government administration and public affairs.
Karen is a member of the International Municipal Lawyers Association and the Indiana Municipal Lawyers Association. Karen serves as a member of the Board of Directors of the Aviation Association of Indiana, where she is also chairman of the Awards Committee. Karen is a member of the Legislative Committee of the Indiana Association of Cities and Towns and is an honorary member of the Indiana League of Municipal Clerks and Treasurers.
Karen is a frequent speaker and author on a variety of municipal law topics, including the Indiana public access statutes, municipal annexation, local taxation, ethics and conflicts of law, public purchasing and public construction, economic development and infrastructure planning and financing.
Karen has assisted in the preparation of dozens of amicus curiae briefs on behalf of the Indiana Association of Cities and Towns and the Association of Indiana Counties.
Karen is a regular contributor to "News 92," an official publication of the Association of Indiana Counties, IACT Actionlines, IMLA (Indiana) newsletter and serves as a member of the Editorial Advisory Board for the annual edition of Indiana School Laws and Rules.
Karen was born at the Ramstein Air Base in Landstuhl, Germany. Karen graduated from Butler University in 1979 where she received her Bachelor of Arts in history and political science, cum laude. Arland obtained her juris doctorate from Indiana University Maurer School of Law in 1982.
Before joining Ice Miller in 1989, Karen served as the assistant corporation counsel for the City of Indianapolis and Marion County and as city administration liaison to the Indiana General Assembly, the City-County Council, the Indiana Association of Cities and Towns and the Association of Indiana Counties. She is admitted to practice law in the state of Indiana.
Karen and her husband are cantors for Holy Spirit at Geist Parish in Fishers, Ind.
