Michael Roth is a partner in Ice Miller's DuPage County, Ill., office. Michael’s practice is in the areas of commercial and governmental transactions, real estate use and development and litigation.
Michael has more than 30 years’ experience representing businesses, land owners and tenants and local governmental bodies such as municipalities, counties and special districts. Michael has represented owners and developers in complex land developments (including complex residential, commercial, office, industrial, open space, wetlands, floodplains, landfills, transfer stations, quarries, cell towers and franchising). Michael has a wealth of experience in growth-related municipal financing and exactions. Michael also provides regulatory, contract and litigation work in land-related utility and tax matters. While serving as municipal attorney for many Illinois communities, including the City of Naperville, Ill., Michael has handled virtually all of the land use development and regulatory work and the litigation work. Michael has authored many comprehensive ordinances, articles relating to real estate and local regulations, and Michael has been appointed legal counsel to the agencies and committees over the years.
Michael also has substantial trial experience, particularly in the areas of zoning/land use and tax and has litigated many cases to judgment and verdict in state and federal courts (including residential, commercial, office, industrial, open space, wetlands, floodplains, landfills, transfer stations, quarries, cell towers, eminent domain, annexation and subdivision, growth-related municipal financing and exactions, cable franchising, construction, employment and breach of contract litigation); and in special remedy litigation such as injunctions, declaratory judgments, mandamus, quo warranto and statutory litigation; and in administrative proceedings.
