Ice Miller’s Public & Municipal Finance and Law Practice Group Recognized by U.S. News & World Report, Best Lawyers®

Ice Miller and its Public & Municipal Finance and Law practice group has been named a National Tier 1 firm in the area of public finance law by U.S. News & World Report and Best Lawyers® through their "Best Law Firms" rankings. Ice Miller is the only law firm in Indiana to receive this recognition, and is one out of only eight law firms in Illinois to receive the recognition.

The U.S. News – Best Lawyers® "Best Law Firms" rankings are based on a rigorous evaluation process that includes the collection of client and lawyer evaluations, peer review from leading attorneys in their field and review of additional information provided by law firms as part of the formal submission process.

Further, seven Ice Miller attorneys were recognized in The Best Lawyers in America© 2017 for public finance law, project finance law or municipal law:

  • Amy Corsaro. Amy's primary practice concentration is in municipal and tax-exempt finance. She provides counsel representing 501(c)(3) and governmental clients. She also provides counsel on Section 103 tax issues, including arbitrage rebate compliance and representation including IRS audits.
  • Buddy Downs. Buddy is a partner in Ice Miller’s Public & Municipal Finance and Law practice group, chairing the group for 26 years. Buddy has served as bond and special counsel on hundreds of financings, including financings for the Indianapolis Waterworks, the Circle Centre, United Airlines, Tippecanoe County (Subaru Isuzu), Gibson County (Toyota), Spencer County (AK Steel), Whitley County (SDI), Roberts Stadium, the Vanderburgh County Convention Center, Indiana Municipal Power Agency, Indianapolis Mass Burn facility, Bloomington City Hall, and the Indiana Basketball Hall of Fame.
  • Phil Genetos. Phil provides counsel representing clients in Indiana, Illinois and other areas on single and multi-family housing, airports, industrial development, municipal utilities, ports, and 501(c)(3) bonds. Phil is a founding Fellow and president of the American College of Bond Counsel.
  • Jane Herndon. Jane serves as chair of Ice Miller’s Public & Municipal Finance and Law practice group. She serves as bond counsel for general obligation, lease and refunding financings by schools, cities, towns, counties and libraries. She also has assisted with state of Indiana financings such as the State Office Building Commission and Indiana Transportation Finance Authority financings. She has also taught the Facilities Planning Class at Indiana State University. In addition, she is a frequent speaker for facilities classes at such institutions as Purdue University, Indiana University, Ball State University and Indiana Wesleyan University. 
  • Brenda Horn. Brenda, former deputy managing partner of the Firm, has practiced in Ice Miller's Public & Municipal Finance and Law practice group for more than 35 years. She has served as bond and issuer counsel for a broad spectrum of issuers including the Indiana Finance Authority, health care organizations and  local governmental units, with a focus on public private partnership transactions. She is a Founding Fellow and former President of the American College of Bond Counsel and member of the Board of Directors of National Association of Bond Lawyers.
  • Lisa Lee. Lisa is partner in Ice Miller’s Public & Municipal Finance and Law practice group, with a focus on economic development, tax increment and other local incentives with additional focus on all types of local government financings, including lease financings, special taxing district financings, utility revenue financings and traditional general obligations. She is a frequent speaker on public and local government finance topics and has been a panelist at numerous seminars held by organizations such as the National Association of Bond Lawyers, the Indiana Association of Cities and Towns, the Association of Indiana Counties, the Illinois Tax Increment Association, the Indiana Municipal Lawyer's Association and the Municipal Management Institute.
  • Jeff Lewis. Jeff’s primary practice concentrations are in tax-exempt finance and municipal securities law, with a focus on public private partnerships on behalf of governmental entities. Jeff is a Fellow of the American College of Bond Counsel and a Fellow of the Indianapolis Bar Foundation.
  • Todd Ponder. Todd was also recognized as a Best Lawyers® 2017 “Lawyer of the Year” in Indiana in Public Finance Law. He assists a variety of clients with the financing or refinancing of their significant capital projects through the use of low interest rate tax-exempt bonds. Todd works primarily with both public and private colleges and universities, as well as other types of Section 501(c)(3) nonprofit organizations, including private K-12 schools, charter schools, museums, cultural institutions, YMCAs and the like.
  • Jim Snyder. Jim is head of the Illinois Public & Municipal Finance and Law practice group. He acts as bond counsel and disclosure counsel to hundreds of governmental entities throughout the State of Illinois, including school districts, cities, villages, counties, park districts and special districts and as underwriters counsel to dozens of municipal bond underwriters.
This recognition on a group and individual level again supports the strength of Ice Miller’s Public & Municipal Finance and Law practice group.
