2022 Local Government Workshop
Please join us for our second annual workshop for local government officials and attorneys. We will be offering up to five hours of free Indiana CLE as part of this virtual conference. Topics on the agenda include the latest on BOT, data security, economic development, broadband and more!
Each session is pending approved for 1.0 hour of IN CLE General Credit. In order to receive credit, you must register for and attend the session by logging into the WebEx Event via a computer. Two polls will be given during each presentation to count as attendance. You must answer both polls and remain in the meeting for the full duration to receive credit. Do not view the presentation in full screen mode or you will be unable to see the polls.

1:00 - 2:00 p.m. | P3 Projects - What They Are and What They Aren't
This workshop will focus on the basics of public/private partnership (“P3 Projects”) options under Indiana law. We’ll cover the basics of P3 Project procurement and how these procurement rules differ from traditional procurements. We’ll also cover the basics of environmental due diligence and liability protection methods for all project participants and P3 Project financing, which will include a discussion of common misperceptions regarding P3 Project financing.

2:15 - 3:15 p.m. | Broadband Bucks: Opportunities Flowing Out of Washington, DC and How Best to Position Yourself for Federal Funds
With $65 billion for broadband coming out the Infrastructure Investment and Jobs Act, this is a historic investment with numerous opportunities for communities across the country to obtain broadband funding. This workshop will discuss some of those opportunities and how communities can best position themselves for federal funds.

3:30 p.m. - 4:30 p.m. | Inside Out: Cyber Threats Facing Local Governments and Municipalities
Local governments are facing an increasing risk of cyberattacks. Outside threats derive from a variety of sources, including ransomware, malware, and phishing. Insider threats take the form of embezzlement of public funds and theft of sensitive data, including personally identifiable information. This session will explore the cyberthreats local governments face, measures to protect against the risk of an attack, and ways to mitigate collateral legal exposure after an attack has occurred.

9:00 - 10:00 a.m. | TIF and Tax Abatement: Get Beyond the Basics
Just when you thought you knew all the rules, join this workshop to learn some nuances for abatement of personal property taxes (including solar projects) and additional TIF incentive structures such as forgivable loans and grants.

10:15 - 11:15 a.m. | Using Build Operate Transfer (BOT) Better
This workshop will discuss Indiana’s P3 statute available for use by Governmental Entities. Panelists will review the opportunities created by this flexible alternative procurement method, the general process of using the statute from both a legal and practical perspective and the traps for the unwary. Finally, the panelists will discuss the coming opportunities created by the ARPA, IIJA and SEA 166.
