Given that the Biden administration is still in its early stages of working out its foreign policy strategy, more aggressive measures that would have "created a level of pain that would have significantly hurt [Russian President Vladimir] Putin's government and would change behavior" — such as cutting off Russian companies from the global internet ecosystem or punishing more of Putin's closest supporters — likely weren't on the table, noted Guillermo Christensen, a partner in the data security and privacy group at Ice Miller LLP and a former CIA intelligence officer.
"If you're viewing the starting premise of these sanctions as being designed to change behavior, then you're on the wrong page," Christensen said. "The better view would be that these Russian actors have done a bunch of things to the U.S. and if the government didn't do anything to respond, it looks like they had a free turn at the wheel and you're encouraging them to be more active."
