Ice Miller Welcomes Former House Speaker John Gregg and Gaming and Economic Development Attorneys Joe Champion and Sebastian Smelko

Ice Miller LLP is pleased to welcome John Gregg as a partner in the Firm, along with partner Joe Champion. Sebastian Smelko joins as of counsel.
John’s unique experience, at the intersection of law, business and government, allows him to serve a variety of clients including municipalities, universities, small businesses, the agriculture community and corporations. His practice focuses on economic development, corporate strategic planning, small business development and the support of energy and agriculture initiatives throughout the state.
“John brings more than 30 years of legal, administrative and legislative experience to the Firm,” said Steve Humke, chief managing partner of Ice Miller. “His understanding of the state of Indiana and its economic opportunities will be a valuable asset to our team.”
John’s 16-year career in the Indiana General Assembly included several top leadership positions, culminating with his election to serve as Speaker of the Indiana House of Representatives for the last six years of his time in office. He most recently was the Democratic Party’s candidate for Indiana governor in 2012 and 2016. Previously, John served as the interim president of Vincennes University and was an employee of two Fortune 500 energy companies. John and his wife Lisa live in Sandborn, Ind. where they operate their farm.  
Joe Champion’s 25-year career includes service as deputy prosecutor of Marion County, special counsel for gaming in the Indiana House of Representatives and House Parliamentarian. Joe advises local units of government in areas of gaming, economic development, P-3 and overall strategy. He works with highly-regulated businesses, both publicly traded and privately held, on a variety of issues including gaming, economic development, P-3, housing, private equity and overall strategy.
In his practice at Ice Miller, he will continue to focus on gaming and regulatory affairs, economic development, P-3, public affairs, private equity and corporate strategy.
Sebastian Smelko joins the Firm as of counsel where his practice focuses on the areas of public affairs, municipal finance, gaming, utilities and real estate.
Previously Sebastian served as associate general counsel and policy director overseeing all gaming and public safety matters in the office of former Indiana Governor Mitch Daniels. He also served as general counsel for the Ports of Indiana. In addition to his legislative and executive branch experience, Sebastian has worked on private equity, gaming, energy, utility, education and conservancy district matters.
