Indiana Lawyer Recognizes Ice Miller’s Buddy Downs with Distinguished Barrister Award

Ice Miller LLP partner Thomas K. “Buddy” Downs has been honored by the Indiana Lawyer with its Leadership in Law Distinguished Barrister award. This honor recognizes Buddy for his exceptional professional qualities and accomplishments, as well as his career-long commitment to his community. The Indiana Lawyer annually honors members of the legal community who have shown a commitment to their profession and the clients they serve with the Leadership in Law Distinguished Barrister and Up and Coming Lawyer awards.

Buddy has been a bond lawyer at Ice Miller for more than 36 years and served as the leader of the Municipal Finance Group for 26 years. He served as bond counsel to dozens of local governments across the state on many types of projects for decades, including major economic development projects bringing billions of dollars in investment and thousands of jobs to the Hoosier state. He has been a lead negotiator on most of those projects and a key advisor on disputes or litigation that sometimes arise for those clients.
 
Buddy is president and a member of the board of directors for the Indiana Association of Cities and Towns Foundation, a former member of the board of directors for the Southern Indiana Rural Development Project (SIRDP), an honorary member of the Indiana League of Municipal Clerks and Treasurers and a non-voting member of the Accelerate Indiana Municipalities (formerly known as the Indiana Association of Cities and Towns) Board of Directors. Buddy served as a member of the Committee for the Purchase of Products and Services of Persons with Severe Disabilities, appointed by Governor Frank O’Bannon and Governor Mitch Daniels. He also chaired the MSD Washington Township School Board Screening Committee and has been a member of the MSD Washington Township Parent Advisory Committee Executive Board. Buddy is a former member of the board of directors for the Indiana Economic Development Association. He served on the Association of Indiana Counties Advisory Committee and as a member of the Lieutenant Governor’s Jobs Council.
 
Buddy is a Founding Fellow and incorporator of the American College of Bond Counsel. He is a former chairman of the Government Relations Committee of the American College of Bond Counsel. Buddy has chaired national workshops presented by the National Association of Bond Lawyers (NABL) about tax increment finance, bond banks and ethical and opinion responsibilities of counsel. He also serves on the national steering committee for those workshops. Buddy also has been a panelist at and author for national seminars held by NABL and the National Association of Counties on other topics including solid waste finance, legal opinions, professional ethics, economic development and government obligations. He is also a former member of the Education Committee, the Opinions Committee and the Professional Responsibility Committee of NABL. Buddy served as chair of the NABL Professional Responsibility Committee, as a member of the NABL Nominating Committee and as chair of NABL's Securities Law Conference. Buddy is author of the general law section and editor of the professional responsibility section of The Fundamentals of Municipal Bond Law. He is author of the Professional Responsibility feature in and serves on the editorial board of the Municipal Finance Journal. He has authored or edited dozens of articles and made hundreds of presentations on municipal finance. Buddy served as chair of the NABL's project to revise its ethics materials relating to the role of bond counsel.
 
Buddy served as co-chairman for the Bond Buyer’s Midwest Municipal Market Conference. He served on the board of directors of the Indiana Municipal Lawyers' Association since 1983 as its founding member and incorporator and as chairman of its annual municipal law seminar for 11 years beginning with its inception in 1984.
 
Originally from New Albany, Ind., Buddy graduated from Indiana University and earned his juris doctorate from the Indiana University School of Law. He is admitted to practice law in the state of Indiana.
