Bennett Conard is an attorney in Ice Miller’s Public Finance Group. He serves as bond counsel and underwriter's counsel in connection with tax-exempt bond financings for local governments and 501(c)(3) organizations.

Prior to joining Ice Miller, Ben gained experience as a senior associate attorney at a top Milwaukee law firm. He represented national bond issuers as bond counsel in tax-exempt 501(c)3 revenue bond issuances and as issuer’s counsel in taxable and tax-exempt bond issuances to finance and refinance projects for schools, hospitals, manufacturing facilities, senior living and affordable housing facilities. He represented businesses and financial institutions in evaluating, negotiating, structuring and documenting secured and unsecured commercial lending transactions, asset-based financings, and construction financing. Ben also represented government, quasi-governmental and corporate entities with state and federal legal, legislative and regulatory issues. He also drafted and negotiated legislation and ordinances for government clients, including state and county land use legislation, 5G wireless siting and approval legislation and county purchasing ordinances.

In addition, Ben was an assistant general counsel for the Wisconsin Department of Transportation.

While in law school, Ben was a senior articles editor and member of the senior editorial board for the Wisconsin International Law Journal.

In his free time, Ben enjoys backpacking, camping and skiing. Ben is admitted to practice law in Wisconsin. His admission to practice law in Illinois is pending.
