David Long is a partner in Ice Miller’s Public Affairs Group. David draws upon his unique background with 30 years in public service, including 12 years as the leader of the Indiana Senate, to provide clients with insight and guidance on public policy issues as well as traditional legal matters. Through his work in both the public and private sectors, he has gained a keen understanding of the strength that comes from collaborations that lead to better communities and sustainable economic power.
As Indiana Senate president, David led the effort to eliminate or lower a number of taxes, resulting in a tax climate that is attractive to businesses and families. His accomplishments include keeping Indiana’s budgets balanced throughout his entire tenure as Senate President while also enacting a transportation bill that provides funding for 20 years, without a penny of debt, to significantly strengthen the state’s infrastructure. His focus on infrastructure started years earlier when he was instrumental in supporting one of the state’s boldest projects – Major Moves, a $3.8 billion initiative that greatly improved state and local highways, roads and bridges throughout Indiana. David also shepherded legislation that created the Healthy Indiana Plan, a health care plan for the underprivileged, which has become so successful it is now a model for other states. Indiana’s right-to-work law was passed with David’s key leadership efforts and adds to the state’s national reputation as a business-friendly environment. For his work on this legislation, David was recognized by the Indiana Chamber of Commerce as Government Leader of the Year.
As an attorney, David counsels businesses in areas such as franchise law, contracts and succession planning. He also has significant experience in real estate law, including construction, leasing, zoning and land use.

David has spoken and lectured in a variety of venues throughout Indiana and the United States as a Government leader and states rights advocate.
