Joseph L. Champion is a partner in Ice Miller’s Public Affairs Practice where he provides clients with economic development, legislative affairs and gaming assistance. Joe has negotiated contracts and assisted with development agreements, transactions, acquisitions and economic development projects worth billions of dollars. He works with government authorities, owners and developers to take economic development projects from concept to completion.
 
In the area of economic development, Joe has experience helping clients secure public financing and public-private partnerships, acquire land, coordinate local government outreach, lobby state/federal government and navigate environmental and construction issues. Joe also has experience representing clients with housing and retail development projects.
 
Joe also advocates for clients with interests in the gaming industry. He serves as a voice for local communities in the state legislature with respect to their gaming industry revenue opportunities. He represents casino owners and operators in pursuing new business opportunities, including the development of e-gaming. Joe also assists units of government in tribal gaming matters.
In addition, he works with highly regulated businesses both publicly traded and privately held on issues including: gaming, economic development, P-3, housing, private equity and corporate strategy.
 
Joe’s previous experience includes serving as a deputy prosecutor for major felony in Marion county, serving as special counsel to the Speaker of the Indiana House where he drafted legislation to allow dockside gaming, develop gaming problem awareness and restructure gaming taxes.  Joe also served as Parliamentarian.
