Michael Hall is a partner in Ice Miller’s Public Affairs and Government Law Group. With nearly 20 years of public policy, legislative, public law and private practice experience, Michael is uniquely positioned to craft strategies and develop solutions to help clients navigate their public affairs needs.
 
Prior to joining Ice Miller, Michael served as the director of outside counsel for Ohio Attorney General Mike DeWine. In this senior role, Michael represented all Ohio state agencies, constitutional offices, the legislature, colleges, universities and retirement systems. This allowed him to develop relationships with key decision makers and gain an understanding of the unique policy and legal needs of state government.
 
As the director of outside counsel, Michael had primary oversight responsibilities for all securities fraud litigation and other complex class-action matters on behalf of the state of Ohio. He was a member of the legal team for all public-private partnership (P3) deals entered into or contemplated by a state agency or university. He advised the Attorney General on economic matters and was a co-author and editor of the Ohio Economic Development Manual, published in 2015.
 
Michael’s experience includes time on Capitol Hill in Washington D.C. where he worked as a legislative assistant to then-United States Senator Mike DeWine. As part of the legislative staff, Michael focused on policy matters before the Senate Judiciary Committee and advised on issues of telecommunications, transportation, agriculture, veterans’ affairs and national defense.
 
During his time in private practice, Michael served as an attorney for two Ohio law firms where he focused on mergers and acquisitions, commercial real estate and general corporate law matters for business clients.
 
Michael received his B.A. in Political Science from Cedarville University in 1996 and his J.D. from Washington University School of Law in St. Louis in 2004. He was admitted to the Ohio Bar in 2004.
