Steven Washington is a partner in Ice Miller's Municipal Finance Group in Chicago. He has represented a variety of state and local issuers, including state agencies, cities, counties, school districts and other government issuers and has also represented and worked with municipal issuers on a variety of derivative and investment transactions.
Steven is a former partner at a large international law firm, where he practiced municipal finance and government law for eight years. He has substantial municipal finance experience, having served as either bond counsel or underwriter’s counsel in financings involving the issuance of over $5 billion of general obligation, limited tax, revenue, alternate revenue (or double-barreled) and refunding bonds, in addition to financings involving the use of tax-increment finance districts and special service areas. He also regularly serves as counsel to national and regional investment banking firms in the underwriting or remarketing of tax-exempt and taxable bonds. He has also participated in numerous tax-exempt financings as borrower’s counsel to a variety of not-for-profit organizations, including charter schools, private schools and museums. Steven previously served nearly three years as chief of staff to the president of the Chicago Board of Education.
