Thomas C. Smith focuses his practice on public finance law and serves as a one-stop legal resource to his clients seeking bond financing solutions. For more than three decades, Tom has served as bond counsel, underwriter's counsel, issuer's counsel, borrower's counsel, and bond purchaser's counsel in many substantive areas of public finance.

The focus of Tom’s practice has primarily centered on private activity bond financings for single-and multi-family housing, industrial development bonds, non-health care 501(c)(3) not-for-profit organizations, economic development, health care and senior living financings, and tax increment finance. He is also adept in both new money and refunding issues, as well as assisting bondholders in working out troubled financings.

Tom takes pride in working closely with clients and other working group participants to close transactions efficiently and cost-effectively for all parties. His success in this area is strengthened by his keen understanding of the client's perspective, which he came to appreciate earlier in his career when he worked as a developer of low- and moderate-income and senior housing, working with both bond and low-income housing tax credit professionals on the other side of several transactions.
