Carly Ringlespaugh

As an associate in Ice Miller's Public Finance Group, Carly Ringlespaugh serves as bond counsel, underwriter's counsel, borrower's counsel, and disclosure counsel in connection with tax-exempt bond financings across the country. Drawing on Ice Miller's more than century-long public finance leadership and consistent top rankings in Indiana, Ohio, and the Midwest, Carly supports transactions from structuring through closing, with a particular focus on charter school, independent school, and other 501(c)(3) education-related financings.

Carly brings a distinctive regulatory perspective to her public finance practice. Her prior experience advising clients on state legislative and executive branch matters, education policy, and complex regulatory frameworks gives her a practical edge in anticipating legislative developments, understanding issuer requirements, and building durable relationships with the public sector stakeholders whose decisions shape municipal transactions. This cross-disciplinary perspective allows her to deliver practical, commercially minded counsel to issuers, borrowers, and underwriters navigating today's public finance landscape.

Carly drafts bond opinions, limited offering memorandums, closing certificates, and appendices, and coordinates due diligence, securities law compliance, disclosure, and post-issuance matters. She is a member of the National Association of Bond Lawyers.
