Economic Development

Ice Miller works with municipalities, counties, and many other governmental organizations to assist in developing and redeveloping both rural and urban areas in an effort to create attractive places in which to work, live, raise a family, and improve quality of life. Our lawyers have worked on dozens of economic development and redevelopment projects that have retained, expanded, or attracted all types of businesses creating thousands of jobs and billions of dollars of investments.

Ice Miller has developed a unique practice as special counsel to governments, negotiating the terms of an economic development or redevelopment incentive package on behalf of government clients as those governments seek to provide incentives and, at the same time, protect the interests of their constituents.

Exempt Facility and Manufacturing Bonds

Ice Miller has robust experience with industrial development and exempt facility bonds (including solid waste/recycling facilities) and the tax issues involved with the issuance of such bonds. We are familiar with navigating the process for applying and receiving the needed volume cap authority and complying with the many regulations applicable to these financings. Ice Miller has formidable knowledge and understanding with respect to both statewide issuers of industrial development bonds and local issuers, leading to a productive and efficient financing. We assist issuers and borrowers with a panoply of projects that include the manufacture of plastic products, tool and dyes, plastic recycled to fuel, and pollution control facilities.
