Emily Bullen is an associate in Ice Miller’s Business Group where she assists domestic and international clients with commercial, trade, and regulatory matters.

Emily advises clients on complex regulatory and compliance matters arising under international trade regulations and United States trade and customs laws, including issues related to tariff compliance, such as classification and valuation, country of origin, duty mitigation strategies, and administrative and judicial challenges to government action. She regularly assists clients with matters involving United States Customs and Border Protection (CBP), the Commerce Department (BIS), the Department of State (ITAR), the Department of Treasury (OFAC), the Committee on Foreign Investment in the United Status (CFIUS), Consumer Product Safety Commission (CPSC), the Federal Trade Commission (FTC), the Food and Drug Administration (FDA), and the Department of Agriculture (USDA), as well as regulatory and enforcement actions arising under tariff statutes such as United States-Mexico-Canada Agreement (USMCA), Section 232 valuation, and Nairobi Protocol. In addition, Emily supports clients on broader international regulatory and government facing matters, including trade investigations, CBP audits, protests, and refund strategies.

Emily also assists with general business and commercial matters, including contract review and transactional support for companies operating in highly regulated and international markets. She counsels clients on a range of commercial and transactional matters, with an emphasis on agreements that support domestic and international operations. Her experience includes drafting and negotiating master goods and services, terms and conditions, supply chain, logistics, transportation, and vendor agreements, as well as reviewing customer and commercial contracts for companies operating in regulated and cross-border environments. She works closely with clients to align contractual risk allocation with regulatory and compliance obligations and broader business objectives.
