On March 4, the trade court ordered CBP to process entries without regard to the invalidated IEEPA duties — effectively setting up the current repayment process. But the Justice Department has until early June to appeal, a deadline that falls squarely inside CBP’s stated processing window — meaning some claims could be accepted only to face delays or uncertainty if the ruling is challenged.

Another is whether the system itself can handle the surge.
