Josh Winters

Josh Winters is an associate in Ice Miller's Public Finance Group and primarily assists Indiana public school corporations secure financing for capital improvement projects. As a member of Ice Miller's K-12 Public Schools & Libraries team, Josh has helped schools and libraries navigate complex state law project approval procedures for projects of various sizes and scopes. He advises clients on municipal debt financing structures including general obligation bonds and lease financings. Josh has worked to close dozens of taxable and tax-exempt transactions aimed at helping Indiana communities fund critical infrastructure needs.

Josh is actively engaged in the Indiana school finance community, regularly attending Indiana Association of Public School Superintendents and Indiana Association of School Business Officials meetings along with other education-focused events across the state. He also serves on Ice Miller's TEAM (Teamwork, Engagement, and Mentoring) Committee, which supports career satisfaction and success firmwide, as well as the Public Finance Group's AI Committee and Opinions Committee.

Josh earned his juris doctor from the University of Iowa College of Law, where he was a student writer for the Iowa Law Review. Before pursuing a career in law, he worked for several years at Saint Mary-of-the-Woods College and St. Stephen the Witness Catholic Student Center as a campus minister — experience that deepened his commitment to serving communities and educational institutions. Josh holds a Bachelor of Arts from Briar Cliff University.
