Joshua Duffy-Cooper is an associate in Ice Miller’s Government Affairs & Regulatory Law Group, where he advises clients on complex public policy, regulatory compliance, and government relations at the municipal, state, and federal levels. He leverages a multidisciplinary background in law, government, finance, and community development to help public entities, nonprofits, and private organizations navigate regulatory challenges and advance strategic initiatives. Joshua’s practice focuses on municipal and federal affairs, including economic development, affordable housing, immigration, lobbying, grant strategy, real estate, and corporate matters.

Before joining Ice Miller, Joshua gained federal experience as a law clerk for the United States House Committee on Oversight and Accountability and as a Congressional Black Caucus Foundation Fellow in the office of Congresswoman Joyce Beatty. His prior work with Goldman Sachs’ Launch With GS initiative informs his approach to economic development and investment strategy.
