Aaron Casagrande Provides Guidance to Howard County’s Development Policy as APFO Committee Member
Ice Miller partner Aaron Casagrande was selected by the Councilmember for District 4 of Howard County, Maryland, to serve on the Adequate Public Facilities Act Review Committee. The committee prepared 23 recommendations for the County Executive and County Council on the County’s current Adequate Public Facilities Ordinance (APFO), guided by HoCo By Design, the county’s 20-year general plan.
In August 2024, Howard County established the 15-member review committee to evaluate the APFO, which governs the timing and pace of development to ensure that infrastructure keeps up with growth. Over the course of 23 public meetings and hearings, the Committee conducted an extensive review of the County’s housing trends, school system capacity, enrollment projections, transportation network, and broader infrastructure challenges. The Committee worked collaboratively to develop a comprehensive update to the APFO that aligns with the County’s current needs and its long-term vision for the future.
For more than 15 years, Casagrande’s practice has spanned a broad array of business and commercial matters. As a partner in the firm’s Litigation practice group, he has represented companies, creditors, and trustees with investigations and litigation involving director and officer liability, mismanagement, business fraud, antitrust and False Claim Act claims, and other commercial disputes. As a member of the Adequate Public Facilities Act Review Committee, he was responsible for reviewing the APFO and assessing the law’s allocation test, schools test, and road test methodology.
