Ice Miller is pleased to congratulate Public Finance partner Ben Kitto on being named to The Bond Buyer’s 2025 Rising Stars list. This prestigious industry award recognizes his leadership, civic commitment, and profound impact on communities across the country.

Kitto serves as bond counsel and underwriter’s counsel in connection with tax-exempt bond financings for 501(c)(3) organizations—particularly educational, healthcare, and cultural institutions. Over the past five years, Kitto has served as the lead lawyer on more than 260 transactions across 27 states and the District of Columbia. Kitto’s leadership also transformed Ice Miller’s charter school financing into a national powerhouse.

“Ben has dedicated his career to executing deals that impact entire communities by providing expanded education opportunities and access to health care and senior living services,” said Ice Miller Public Finance Practice Group Leader Amy Corsaro. “This recognition is a testament to his significant contributions to our practice and his growing national reputation.”

In addition to his legal work on behalf of clients, Kitto also serves numerous community organizations. As Board Chair for College Mentors for Kids (CMFK), he champions access to higher education for first-generation students and coaches college students as they transition into graduate school and the professional world. As part of his leadership position, he also implemented a board member mentorship program to help integrate new board members into the organization.

Rising Stars, now in its tenth year, celebrates the future of municipal finance leadership by identifying individuals under the age of 40 who are already building legacies and making a difference in the industry. The winners, selected by The Bond Buyer’s editors and a group of municipal finance leaders, will be honored at a special awards dinner on September 30 at the Boston Marriott Long Wharf.
