Sallie Zubek is an attorney in Ice Miller’s Public Finance Group. With 12 years of experience in public finance, tax and accounting for tax-exempt organizations. Sallie provides insight from the perspective of the conduit issuer and taxpayer in relation to internal procedures, policies, information maintenance techniques and reporting. She regularly interprets and implements compliance and reporting requirements based on the Internal Revenue Code, Revenue procedures, Treasury regulations and third-party agreements.

Prior to joining Ice Miller, Sallie was the Tax Manager of the American Heart Association, where she developed and directed all tax reporting and planning functions by ensuring compliance with state and federal tax and regulatory requirements. She oversaw the Association’s sales tax collection and sales and use tax remittance processes throughout the United States as well as the preparation, internal review and filing of the annual Forms 990, 990T and related state tax returns. Sallie reviewed proposed transactions, sponsorship materials and agreements, licensing agreements and other revenue generating activities to assess income tax implications and potential tax-exemption issues among a number of other responsibilities.

Sallie formerly served as the Director of Bond Accounting and Compliance for CHRISTUS Health, an international nonprofit health system. With CHRISTUS, Sallie managed bond and swap accounting functions related to an approximately $1 billion debt and swap portfolio, including general ledger accounting and analysis, budget preparation and forecasting. In this role, Sallie implemented proper compliance and disclosure procedures to conform to both third-party agreements and IRS guidance as well as played a role in negotiating and drafting various third-party agreements. She also managed the distribution of bond proceeds and the use of bond-financed assets to ensure compliance and calculate private business use.

Sallie earned her bachelor’s degree in accounting from Butler University and her juris doctor from Indiana University School of Law - Indianapolis.
