Chelsea R. Kurth

Chelsea Kurth is a partner in Ice Miller’s Health Care Group. She is a health care regulatory attorney who concentrates her practice on licensing, enrollment, and compliance counseling for health care providers and organizations. Chelsea advises clients on complex federal and state regulatory requirements, Medicare and Medicaid participation standards, and fraud and abuse compliance. She provides practical, operationally focused guidance to help providers navigate the statutory, regulatory, and administrative frameworks that govern the delivery of health care services.

Chelsea represents a diverse range of health care clients, including physicians and medical groups, hospitals and health systems, long-term care providers, ambulatory surgery centers, behavioral health organizations, and other entities across the care continuum. Her practice includes assisting clients with Medicare and Medicaid enrollment, addressing federal health care program participation and reimbursement challenges, and counseling on compliance with the Anti-Kickback Statute, Stark Law, and the False Claims Act. Chelsea regularly evaluates business arrangements for regulatory risk and works with clients to develop practical, risk based compliance strategies.

Chelsea frequently interacts with state regulatory agencies on behalf of her clients, helping them address licensing, scope of practice, and other matters that impact day-to-day operations. Her experience navigating state regulatory processes enables her to support providers in resolving issues efficiently and maintaining ongoing compliance.

Before returning to Ice Miller in 2022, Chelsea served for three years as general counsel for the Indiana State Medical Association, the largest professional association for physicians in the state. She previously practiced as a litigation associate at Ice Miller from 2015 to 2018 after clerking with the firm as a summer associate.
