Kristin McNulty McClellan

Kristin McNulty McClellan is a partner in Ice Miller’s Municipal Finance Group and is a trusted advisor to public entities across Indiana, known for her deep experience structuring and executing complex tax‑exempt financings. She focuses her practice on financings for schools, libraries, hospitals, and continuing care retirement communities, regularly serving as bond counsel, underwriter’s counsel, disclosure counsel, and issuer’s counsel on tax‑exempt and taxable transactions.

Kristin is deeply engaged in supporting Indiana’s educational and nonprofit ecosystem, frequently partnering with community organizations to advance local initiatives. She guides clients through new money financings, refundings, and complex capital projects, drawing on deep experience with state‑law compliance, including petition‑remonstrance and referendum processes. Beyond traditional financings, Kristin has helped clients implement innovative structures for pooled financings and tax credit bond programs—strengthening access to capital for community institutions

Prior to joining Ice Miller in 2005, she previously clerked for judges in the Indiana Court of Appeals, LaPorte County Circuit Court, and Porter County Juvenile Court, experience that informs her rigorous approach to statutory interpretation and regulatory review. Kristin is also an active member of the National Association of Bond Lawyers and maintains deep engagement in professional and community leadership, including participation in the Executive Women’s Leadership Series.
