Steve provides full-service representation to a broad range of investor-owned utilities, municipal utilities and local governments. In particular, he has represented gas, electric, steam, water and wastewater utilities, as well as telecommunications providers in a variety of proceedings for regulatory approvals before the Indiana Utility Regulatory Commission. Such proceedings include: rate cases, innovative rate design cases, transmission, distribution and storage system improvement charge (TDSIC) cases, fuel and purchased power proceedings, certificate of public convenience and necessity cases, complaint cases, investigation proceedings, declination of jurisdiction proceedings, energy efficiency and demand response matters, territory matters, as well as, mergers and acquisitions. Steve also has been involved in appeals of utility matters to the Indiana Court of Appeals, as well as litigating utility matters before Indiana trial courts.
 
In addition to representing clients in litigation matters, Steve provides counsel on a broad range of issues to energy and water/wastewater clients, including regional water-sewer districts.  He routinely handles transactional matters for utility clients, such as preparation and negotiation of contracts for utility service, main extension agreements and other matters, including preparation of general terms and conditions for service and tariffs.  Steve also provides counsel to clients concerning natural gas pipeline safety issues.
 
Steve received his J.D. summa cum laude from the Robert H. McKinney School of Law: Indiana University in 1998, where he served as the Executive Articles Editor of the Indiana International and Comparative Law Review
 
Steve also has served as an adjunct Professor of Law at the Robert H. McKinney School of Law: Indiana University, teaching Legal Analysis, Research and Communication to second year law students. Steve is a member of the Indiana State Bar Association and Indianapolis Bar Association. He is the current Secretary/Treasurer of the Indiana State Bar Association’s Utility Law Section. Steve has twice served as Chair of the Gas Division of the Indiana State Bar Association’s Utility Law Section and has also served as Chair of the Water-Sewer Division of the Utility Law Section.  Steve also is an Indianapolis Bar Foundation Distinguished Fellow.
 
Steve is a graduate of the United Way of Central Indiana's "Leadership United" program.  In his free time, Steve plays ice hockey and runs.
