Tom John is a Co-Chair of the P3/Public Infrastructure Group and partner in the Public Affairs Group of Ice Miller. He concentrates his government practice in public infrastructure, government procurement, and public private partnerships. Tom has also worked with private clients as outside general and business counsel.
During his career, he has represented clients including large and small businesses, Fortune 500 corporations, various municipalities and the State of Indiana. Tom’s unique background provides valuable insights into the myriad project perspectives necessary to work through legal and regulatory issues at the local, state and federal levels. He is experienced in procurement consulting, legal advising, deal structuring and drafting. He has represented parties in the Indiana Toll Road Concession, City of Indianapolis Water Wastewater Transaction, Indianapolis Parking Meter Concession and Marion County Justice Center Procurement among others. These skills come together to ensure that he can help guide clients through the tricky minefield of issues in a P3 project to a successful conclusion.

Selected Experience
Active in politics for many years, Tom has advised many campaigns, officeholders and companies. He is the past chairman of the 7th District Committee of the Republican Party (Indianapolis), servedon the Indiana State Republican Committee and has been a delegate to the Indiana and National Republican Conventions numerous times. He was campaign manager in the successful 2002 campaign to elect former Congressman Todd Rokita as Indiana's Secretary of State and has served as ballot access coordinator for multiple presidential campaigns, including Indiana Chairman of Marco Rubio for President Campaign. Mr. John also has served as an advisor to many campaigns and convention races. In 2007, Tom was the Chairman of the Marion County Republican Party in Indianapolis when his organization won control of the city-county council and a victory for two-term Republican Mayor Greg Ballard. Some of the significant successful election matters Tom has undertaken include serving as the Election Day Operations counsel and coordinator for a variety of campaigns, including Governor Eric Holcomb, Senators Todd Young and Mike Braun, Rubio for President Indiana Ballot challenge. He was legal counsel in the 2012 challenge to former Governor Mike Pence’s primary opponent and Governor Eric Holcomb’s primary opponent in 2020. Tom is currently the chapter president of the Indiana Chapter of the Republican National Lawyers Association.
