Ice Miller Expands Government Affairs & Regulatory Law Group with the Return of Patrick Tamm and the Addition of Abbi Raben
Ice Miller is pleased to announce the return of veteran government affairs strategist Patrick Tamm as Principal and the addition of experienced advocate Abbi Raben as Director of Government Affairs. They join the firm’s Government Affairs & Regulatory Law Group, further strengthening Ice Miller’s capabilities in legislative strategy, regulatory advocacy, and public policy guidance.
Tamm returns to Ice Miller with more than 20 years of experience at the intersection of policy, politics, and media. He has advised businesses, trade associations, and nonprofit organizations on issues ranging from taxation and regulatory policy to technology, hospitality, gaming, transportation, and labor and employment. Known for a holistic approach to advocacy, Tamm integrates traditional lobbying with grassroots coalition building, strategic communications, and political action committee development to advance client objectives. He is also the founder of Tamm Capital Group, where he continues to oversee operations and association management services.
Tamm’s work has earned statewide and national recognition, including placement on the Howey Political Report’s Indiana Power 50 list, the Governmental Affairs Program of the Year award from the International Association of Hotel Association Executives, and the Best Governmental Affairs Campaign award from the Indiana Society of Association Executives. He also serves as Council President for the City of Westfield and remains actively engaged in local civic and community initiatives.

Raben brings to Ice Miller significant experience in public affairs and legislative advocacy across a broad spectrum of industries, including hospitality and tourism, alcohol and tobacco regulation, broadband and telecommunications, environmental matters, gaming, health care, transportation, labor and employment, local government, economic development, and education. She develops and executes tailored advocacy strategies and maintains strong relationships with policymakers to advance clients’ legislative and regulatory priorities. Prior to joining the firm, Raben served as Executive Director of Public Policy and Legislation at the Indiana Bureau of Motor Vehicles and has held roles in multi-client government affairs, higher education advocacy, and legislative strategy.
